The war against terrorism is a continuing international, national and
regional battle that proved especially portentous after the terrorist attacks
on September 11, 2001. Terrorism has prevailed ever since the first century as
a strategy to achieve a certain goal. Whether
it be under the false pretence of restoring an Islamic caliphate or crusading
against disbelievers, all
provoke the unlawful use of violence on innocent people. The political and
economic instability in the Middle East and Africa provided the perfect
breeding ground for terrorists and every year hundreds die in the name of an
‘obligatory’ holy or political war fuelled by a
delusional ideology that has catalysed into global chaos.

Egypt’s has been to take account all aspects
of terrorism threats especially the spread of a radical ideology that
terrorists infiltrate on a multitude of communities in different countries.
These ideas not only serve as a motivation for their actions but target vulnerable
youths, as quoted by the head of Egypt’s
delegation to the UN, Amr Abu Atta, in May 2017, that terrorist groups use
“narratives and ideologies to mobilize youth”. Consequently, Egypt
counters their efforts through religious organizations such as Al-Azhar and Dar
Al-Ifta that promulgate the moderate ideas of true Islam. Furthermore, Egypt strongly
believes that as crucial military intervention may be, the necessity of
implementing an overarching counter strategy is vital to put an end to this
battle, as quoted by the President of Egypt, Al-Sisi, in May 2017, the
eradication of terrorism relies on “a comprehensive confrontation” in all
dimensions including, “funding, arming, as well as political and ideological
support”. Egypt therefore voted in favour of UNSC Resolution 2368 that charged
devotion on countries regarding the funding of terrorism and other form of
support.

Egypt recognizes all terrorist organizations
as a threat to modern customs as they all emerge from the same radical ideology
regardless of their actions, as quoted by the President of Egypt, Al-Sisi, in
May 2017, that countering terrorism in a comprehensive manner requires
“confronting all terrorist organizations without discrimination”. Therefore, Egypt calls the international community
to acknowledge that aiding terrorists by utilizing militants for political
concerns or to gain privilege in certain concerns will lead to long-term
consequences and further dissipate the nations power over them. Moreover, Egypt
advocates the creation of an environment which accepts diversity and abstains
from violence, as quoted by the President of
Egypt, Al-Sisi, on June 2016, that the nations must implant in the terrorists’
minds “the values of coexistence and accepting each other”. Thus, Egypt initiated a Supreme Council for Combating Terrorism on
July 2017 to diminish the growth of terrorism in the region by providing jobs,
fostering impartial religious announcements and suggesting alteration of
current legislations to achieve equity.

The war against terrorism cannot be achieved
by individual countries, it requires a joint effort by all member states to
consider other aspects of anti-terrorism policies.
Egypt calls upon the nations to share information within and outside country boundaries
with the international community to pinpoint terrorist plans before they are
carried out and to work towards a world where an individual is not denied their
rights and doesn’t feel compelled to terrorize a community based on a prolonged
vendetta.
